You can lose 15 pounds in three weeks (minus the plateau period). All you need to do is stop eating so much. It really is that simple. Of course, you need at least a tiny, teensy little bit of will power as well. Most people have never had to diet, and they don't realize that they lack even the small amount of will power to do it. They find out when they try to diet.
If she can find the will power, I suggest that she starts with a one-day (24 hour) fast (no food of any kind, no drinks that contain calories such as sweet fruit juices), and then eat two meals a day, one at noon and another around five or six in the afternoon.
She can eat as many green vegetables as she can stomach, but needs to limit her intake of starch (rice, potatoes, pasta, bread) to no more than a cup, cooked, and a small amount of lean meat (fish, beef, pork, chicken) with no skin on it and no fat, and especially no sauces of any kind. She can't eat anything sweet at all, and can't have any kind of condiments or sauces or gravy or butter on anything.
If she is weighing food or counting calories, she should aim at around 1500 calories a day. I'm talking about rapid weight loss here -- if she does this, the fat will fall off her. But she does need to be prepared for the dreaded "plateau" -- around the third week she won't lose any weight at all, no matter what she eats or doesn't eat. She needs to just tough it through the plateau period, and then the fat will fall off her even quicker than before.
She can lose 15 pounds in a month, if she really wants to.
