No taxes, everything voluntary to fix. You'd be surprised how generous people can be if they're not forced to give. Every single genetic problem has a charity of some sort to keep them going so it's not like it isn't already happening. If a culture decides to help the parasites more than the providers first, it dies. There's a reason litters have runts. The weak get the leftovers, not the other way around, otherwise the balance of the system implodes. By forced welfare we are artifically keeping people alive that shouldn't be.
