Greeks did this in one first state or another. I can't remember if it was everyone has to take a turn, or names drawn out of a hat l, but it made things far more interestingly, and definitely stifled major corruption.
They also practices true ostracism. Put enough names in a hat, and if enough people vote for you, you get banished
