That's a difficult question. Would you consider cyborgs a different race? That's basically what they are. Humans with technology embedded in their bodies, it's just biotechnology instead of electronics.
If we're counting cyborgs as a separate race, they should really count as two races. The ones modified according to their own preferences and the ones modified on someone else's orders.
What I'm getting at is that those people are on the path to becoming enslaved cyborgs, like the Borg or the people in the matrix. Not the cool kind of cyborgs with tron lines and superpowers.
