The development of additional tech is a feature of the fraud, you are discussing it as if it would be some sort of fraud. That is exactly what took place. There are thousands to this day who take pride in what they did (and justifiably so in many cases) but were totally clueless that none of their product would ever actually be used. Some did know and kept their mouths shut, they were smart and they knew some of the crap they came up with and presented was laughable, but hey it paid the bills well. I grew up around these people and met and know many of them, you'd be surprised.
