You're asking us the wrong question. Who you need to ask is them. Ask them whom they'd trust to tell them that they want a reduction in the population ? You can't go on the offensive if they refute fact. You need to first understand to whom they listen and believe. Then find people in the fields , break it down to elementary levels for them..because that's who you're dealing with. Adult children who only know that if they follow what their superiors tell them will result in pats on the head. Once you know their avenues of information and whom their masters are , THEN you can create a plan of attack.
