Because there isn't any profit in homelessness. Homeless people are physically weak, so they are not productive work force. They are demoralized and exhausted so they also won't be productive with non-physical work. They need food, they need water, heat, electricity, clothes and there is nothing they can give back in short time perspective at least. In long time perspective they could become good fellow citizens, but who gives a fuck about it when all that matters now is to squeeze as much profit as possible in shortest time with minimal effort.
In regard to cohen19. Homeless people are not consumers, so not being able to go into public places (cinemas, shopping malls, useless junk shops, cafes and restaurants) is last of their concerns. And if they are getting fined for not complying they will never be able to pay, but if they will get arrested then they will be even more happy because they will get food, bed and shower and they won't have to sleep outside on the street or cold abandoned house while being hungry and covered in shit.
