You need boots with a breathable waterproof membrane such as gore-tex or sympatex. This will allow your feet to breath so they won't get too sweaty and stay dry from the elements. They make steel toe boots with gore-tex.

Some socks get wet after awhile in good boots. I work in the elements and need to wear steel toe boots. My wool socks keep.me warm but my feet sweat.

Best I've used are pure wool thick socks for arctic wear.
