Someone is going to have to explain to me how the 10th amendment enables a state to "effectively secede". Secede would mean taking over the powers explicitly granted to the Federal government in the Constitution. The 10th doesn't give states veto power over Federal policies they dont' like.

Federal government is pretty limited on what kind of laws it can make. Most of the ones you hate, were in violation of the 10th amendment. They weren't laws the feds could make, only states could have made those. If a state actually stood up and enacted it's 10th amendment right, at this point they could effectively secede, without seceding at all and simply sticking to the constitution.

They just expand Federal power to encompass anything they want through abuse of the rest of the Constitution: the Commerce clause, the Supremacy clause, or one of the many bad ideas that have been amended in.
