Municipalities don't have their own courts. The lowest courts are at the county level.

There are Mayor courts in a couple states. so depending on what state he’s in it might just need to be a municipality.

Right, but cities and towns do not administer courts. The county controls the lowest courts. Cities have nothing to do with them except to be where the court building sits. If you want to create your own courts you will need to create your own county.

That depends entirely on the state. I know of a state where any municipality can create a court for minor offenses.
