Not sure it would be possible without causing other wide spread disruptions of non-media things. Anyone with a camera/lights/a computer with some editing software etc. can produce content like the media... we have youtubers doing it everyday. Actually getting your content on the air is likely web based these days, everything is... So bottom line is I think you would have to take down the entire internet and the major cable providers... and in the end you end up being the biggest censor and threat to free speech in the world.
