I imagine he'll attempt to pressure governors into requiring mask and vaccine mandates on certain jobs, like all state government jobs, school faculty and staff, etc., by threatening to take away federal funding. Same, for all medical providers. If you work in medicine, you must be vaccinated, or your employers lose any federal funding. State funding if governors are pressured on this. A requirement or encouragement via tax incentives or penalties, for insurance providers to penalize patients who aren't vaccinated. Or to deny any elective procedures until vaccinated. Tax incentives for businesses who impose vaccine and mask requirements. Tax rebates for individuals who are vaccinated. All of it "voluntary" so they can point to no tyranny, and avoid easy, immediate losses in the courts. Got my popcorn, should be interesting.
