Once the communist demoralization step of the subversion plan was complete and they successfully infiltrated congress, American intelligence, and media, they knew it was time to move to the destablization step to destroy the USA in a similar fashion to the USSR in fear of a fascist nuclear nation. They had the votes to pass an immigration bill that would destablize the American workforce and culture, and thus empowering the CIA created 'progressive' civil rights movement which would emasculate the country and strengthen our competitors. Knowing this would take a couple generations worth of migrants to fully destablize the country, they enacted acceleration plans such as fed inflation, market crashes, NFA, market crashes, corporate monopolies to enforce agenda, and emphasis on government and culture social policies.
