A lot of libraries are funded by the city. It shouldn't be too difficult to get a voter initiative on the ballot in your city to defund the library, or to impose certain restrictions on the library. For example, you could make funding conditional upon the library providing a quiet place for patrons to read.
There are also other avenues to explore. For example, if the library is funded by property taxes or special assessments, there are usually processes to repeal those taxes or assessments.
Don't take this shit sitting down. You have to fight to keep what you have. It's not automatically yours to keep.
