It's obvious this is just a way of transferring pay-offs for political favors to Hunter Biden, and from him presumably to Joe Biden, in a way that appears to have an air of legality. The Clinton and Obama book deals and speaking engagements do the same thing. It's completely illegal, but since the department of justice has stopped doing actual justice, nothing will happen.
