As you even mention Germany reclaimed their own territory - The Ruhr (previously taken and Militarily occupied by France for the supposed non-payment/ non compliance of levies imposed through the Versailles treaty). That didn't start a war, Nor did Germany engage in military action against any French forces in the Ruhr during the reclamation of their own territory. So NO, no war was started there. Absolutely false and dishonest to say otherwise.
