The enforcement just isn't there. "Just make other drivers smarter" isn't realistic. The best we could do is ban all shitskins and women from driving. Imagine all that open space and peace of mind.
This isn't about enforcement. This is about impatient, selfish people using the highway as a personal obstacle course. Passing on the right is a good way to cause an accident.
