If we go purely by the theory behind most forms of government, *any* could be the best. Hell, communism sounds beautiful until you consider the little problem of application. A family that raises its eldest son with the sole purpose of ruling on behalf of a common good and homogenous people sounds like it could be really good. But human nature, with all its vices and the destructive ennui that comes with absolute power, tends to ensure monarchies are rarely selfless.
