That's what I meant, too. If someone pays the final invoice before the work is completed they are an idiot.
In 99% of cases very true. However I've done that tactically.
I noticed an excavator way underestimated for the work he needed to do, so I paid him his original estimate with bit extra and told him I want it all done for that price. Probably paid 1/2 of what he would end up charging if I waited for the final invoice.
You paid extra. A contractor can't change the price of a contract without your approval. He can't refuse to perform under the contract, either. If he does you can go after his bonding to have the job completed at his expense. That's why you hire licensed and bonded contractors.
