Check which city you have to file in (his or yours), meanwhile if the nigger is reachable you should threaten with legal action etc, tell him it'll cost him thousands if he doesn't pay now.

I figure there should be a tradie credit score database for this kind of thing. If someone refuses to pay, log the incident, and the next guy they try to scam can look them up and see if they're worth the risk.
