All governments degrade into pathocrasy. Some do faster than others.
But we have never addressed this problem of how do we block them from taking control of these positions and networking to increase their influence?
And now we can have them all take a brain scan and we can see if they are a danger to our freedom and rights.
If we had a government of good people they would give us a small government with limited powers and no desire for war.

We are at a monumental point in human history where we can have sane government if we want it!!!

The flaw is in your consent to the authority of the brain scan. Just (((who))) will be in charge of these brain scans? Who will build and maintain that (((technology))) ? Where will the CPU be manufactured? Who will run the servers and the (((security))) of the network for which these brain scan systems reside?
Not to mention the overarching flaw already aluded to: the consent to any authority. Whether 'a government of good people' a cop, judge, a doctor: your consent (and belief) in these authorities is closer to the core of the problem, no ? The problem is you: you consent to authorities, thus 'authorities' fill voids in your world where you believe they are needed (often a result of being programmed via propaganda; not entirely your fault but is your responsibility to comprehend nonetheless).
Stated differently: you believe in a world which requires third party authority for governance, security/policing, medical treatment and so-on. I used to believe too. If the Coronacommie should teach us anything is that this 'system' we believed in is no longer valid; this way of thinking is in fact a cancer and now the parasites own us as a result.
To reverse the trend I agree we must address the core problem but where we differ is that you are trying to pin responbility on others when it should be on yourself (to reject all authorities since they will degenerate into pathocrasy as you point out).
