I've noticed that Indians say what you want to hear, in order to make you feel good and avoid conflict. When an Indian says he will do something -- I'm talking about dot-Indians, here, not feather-Indians -- when he says he will do something, it really only means that he will try to do something if it is convenient for him, but don't actually expect it to happen.
