If not the sitting POTUS, then who? What act or event must occur for a declaration of enemy within? All oaths are sworn to protect the constitution from domestic enemies, but do not state who decides or identifies this domestic event. Where is the line?

You, the oath taker decides who the domestic enemy is. If you see someone clearly speaking or working against the constitution, they are the enemy. Then the question becomes, what to do about it? If it gets to that point, it will be obvious who they are, what they have done and said and then the action is clear. It can be as simple as a citizen's arrest. Or in a Red Dawn situation, shoot them where they stand.
