If I were in charge I'd just build many nuclear powered desalination plants on the West Coast. The Pacific Ocean has all the water you need. I thought the aquaduct thing was neat though. You have a point that it might be more of a people problem though. The thought occurred to me that if we made the SouthWest more livable today the business jews would just pack it full of millions more shit skins.
