a person may only vote in any elections if that person is currently not receiving any money from the government. Whether that money be from welfare programs, grants, government originated or backed loans, employment, contracts, or any other method of receiving money from the government may not vote in any election to select a representative for government or in the states that permit it, any bill which has the potential to become law.

Underlying principle: beggars can't be choosers, and anyone under employ of the government has an inherent conflict of interest and may not vote.

I think this would be a good pc way to get most POCs and socialists out of the voting block without having race involved, which might be an easier sell on the PR side of things.
