Maybe it's a cycle. Censor it too much and then realize you can't track the dissidents if you don't give them links to follow and click on.
Some old thing I read that I can only half remember goes sorta like; "You become the freest (that is a valid superlative adjective maybe) right before you become the most oppressed."
