Any future insurgency would use simple AI/drone controlled maiming devices to deter control over regions. Basically push the government into a collective punishment mode which will radicalize more people against the government. It's amazing what can be done with the power that resides in easy-to-acquire cell phones. The military has a poor track record of winning hearts and minds. It's too dependent on technology and only seems to understand how to fight conventional wars.
