A while back there was a gofundme or something for a prototype machine that used a welder for adding layers and then a 3 axis mill to remove the extra material not needed. I don't remember exactly but it used both. 3D print with metal and mill for forming. It was a very interesting design. Unfortunately they didn't reach their funding goals and the project was stopped.
