Where does your number come from? Because according to this article:
Sixty-four percent of all eighth-grade students are unable to read proficiently, according to the National Assessment of Education Progress’ latest report. Eighty-two percent of black students and 77 percent of Hispanic students are not reading proficiently.
It's talking about kids.
And that's just translating the symbols on the paper into sounds made by the mouth. When you test them for actually comprehending what they're reading it gets even worse.
It's actually 20%, as we get older it will lessen due to technology.
