Because people who aren't stupid know how to skirt the law. Asian brothels in the US aren't anything new. They've been around for decades now. They operate as legit massage parlors for the most part, except for those clientele that know which codewords or phrases to use to get their more discrete services.

Depends on the will of the city and how much they want tax revenue. I lived in a smaller city that had lots of Asian massage parlors. Apparently the city decided they wanted to get rid of them, so they started sending in undercover cops to bust them. In about a year, they were all gone.
