Nothing will stop these ponzi schemes now. Somebody just has to put the call out for everybody to buy a particular stock and the stock value will inflate. I can't see there being any possible way to stop this.

They can limit up or down, like they already do for futures and indexes. Stocks trade on exchanges. And they will target the sites that rally people.
