Because the search function was once used as a means to DDOS the site and Voat didn't have many volunteers working on fixing bugs.

If that happens again, we could make 2 parelell sites, one to search archived posts and the live site with search disabled.

it was disabled because it was a security vulnerability.

It used to work, but was deactivated. I thik the explanation offered was that there was a bug that could be exploited for DDOS attacks.But it was left disabled and never fixed. By then voat was being run down anyway, and searchvoat.co existed.

Probably because Putt couldn't write a query to search posts to save his life.

Voat had/has a search engine, it's at https://searchvoat.co/ and it still works to search for old posts. They have also added a forum but it isn't getting much traffic right now. However, a lot of old goats have joined. You can join SearchVoat forum (searchvoat.co) with your old username if you saved the SearchVoat password that was sent to your inbox a few days before the site was deliberately killed off.
