I think you are right. The one on the left looks like he is at work. Other two look like they are having a jolly time and feeling like they are finally being admitted into the inner circle of power. In fact, they are goofy useful idiots. They are lucky the handler didn't issue them empty "assault rifles" and then have them killed by capitol police.
