Clever. People are learning that a few data centers in their region can double their power bills. The massive data centers are now big, obvious targets to prevent this. Having individual home owners hiding small units in their back yards will eat just as much power while spreading out and hiding the cause.

And they'll use even more power because decentralization is less efficient.
