Most modern cars have LED headlamps. The halogens lasted for a long while, they were too restrictive from a design perspective. There are still a bunch with halogen lights, but those are being phased out. These are mostly the lower end cheapo cars like a toyota corolla or similar tier.

The higher end vehicles moved to the LED a few years back. With the lower end models of those brands coming as they were redesigned.

Many cars, still employ simple incandescent bulbs for things like turn signals, but those aren't what you are talking about being too bright.

The LEDs are often immensely brighter than the halogens.
