I was shopping around online a couple days ago and I found ones that could be wiped and put linux for 148 I think was the cheapest and it was 16gb ssd and 4gb of ram

You can get chromebooks that are linux ready for almost the same price.
Chrome book no good I need to download something onto it.
I presume that by hackable they mean that you need to install an OS. Just install a secure Linux distro. They have images available. The problem with this low cost device is the 16-GB eMMC storage they provide, which would need to be upgraded to make it more usable with better performance than a micro SD card would provide. With only 2-GB of DDR3 you pretty much get what you pay for at $99.
