I think there is a significant portion of nuclear reactors that are not safe, due to being past decommission dates.

The old Russian designs were not safe. That's why Chernobyl lit up the neighborhood. Western reactors have more failsafes, like three mile island where filters captured the larger dangerous nucleotides, so that the emissions did not almost wipe out an entire region.
