Cities are incredibly vulnerable. If a terrorist were to take out just a couple of strategic railroad and highway bridges the cities would run out of food in days. The only hope would be airlifting supplies, but strikes to radio infrastructure at key airports would preclude that possibility. It's something literally two or three terrorists could do in a day.
