Complexity emerges. If you look at a cpu its a repitition of some basic building blocks that follow relatively simple rules. The layer up from that is software and the complexity becomes even greater. Sort of like how the universe was built ontop of what essentially amounts to hydrogen helium interactions following a few simple rules.
