Every major Government-embedded technology monopoly email provider will do this as part of their identity initiatives. Get used to it.
They’ve been doing this for a while now, except they were just real pushy about wanting it, but not demanding it.
Closed a 20 year old account because I got tired of it.
Good thing mine has just been a spam-bucket alternative email for many years. When they disabled forwarding for free accounts it became less useful.

They probably want phone numbers that aren’t the free ones you find on various websites.
Yahoo hasn’t been worth a damn for at least 15 years anyway.
I still have every personal email address I've made since the 90s. Including one at yahoo. It is handy, I can sign up for stuff. Unlike disposable ones it is still a notable provider so it isn't filtered out and I can recover passwords and such if need be. Saves some spam and effort. I regret not making more microsoft accounts before I automatically required a phone number.
So far I've been fairly lucky that none have completely shut down without two step verification, though yahoo now asks nearly every time I log into it. Will drop all of them when it comes to that.
Also two step verification is a scam both for information and to further tether you to a phone.
If they won't let you auth with something other than a phone, I wouldn't use 'em.
Everyone trashes Yahoo, but it has a special place in my heart. Because of their old Yahoo messenger, I did well as a young man. Got one from every town nearby, back when meeting chicks online was brand-new. Eventually found the "one." Someone had to pioneer that frontier...

I foresaw that coming last year, which is why I already have the yahoo replacement waiting in the wings. Live.com telegraphed that move long ago.

Yahoo? Seriously? I quit yahoo when that surveillance company Oauth (sp) bought it years back. Had an email addy with them back in the 90's ffs
