It's in China....all their people are like 5'6 and they love those little go cart cars. This has more to do with space as they build UP to address overpopulated areas. If it were tried in the U.S. (and I know hydraulic lifts in garages exist for personal properties that will put a vehicle "on top" of another vehicle) it'd be for security ....which is another way to say "protection from shit-skins".
