What kind of hard drive does it have?
You need to find an IT guy you trust and see if he's got a Win7 or Win10 (or Linux, doesn't matter) boot USB you can borrow. Linux will be better as you'll get better, this is my opinion, tools to get an idea of what is going on with less effort.

That error code generally indicates that some sort of config data has become corrupted or deleted, and is generally caused by hardware failure or new software.
First thing to do is try to uninstall the new software. Since you probably can't boot normally, try to boot into safe mode and uninstall it that way. If you can't do this, here's an article about the particular error:

The big thing to remember here is you're working with what's essentially a destroyed drive, so there's a chance it won't come back or you may damage other things. If you have the capability, make a dupe of the hard drive and work from it. If not, then YMMV and you run the risk of damaging things beyond repair.
Sounds like you need a Win10 USB to try a repair/reinstall with that.
