EE here, this is already been done in silicon years and years ago by all fab houses, this is not new. After the hackers get to intels unlocking software, there will be certain CPUs favorable for third party unlocking that will be at a discount. Either way, the dumb customers will get ripped off like they should (by Intel's marketing teams) and the smart customers will have voided their warranties.
