It's not the page author, it's the third-world shit for brains engineers that write the browser code. It's the rendering engine's fault for not laying out the canvas ahead of time and then dropping the elements onto the canvas in their rightful place. Instead, they avoid having to do complicated work by just plopping shit on the canvas as it loads and resizing as necessary.
