I've dealt very little with anything above about 32GHz for just that reason and the ones you mentioned - those frequencies are pretty useless except in very tight, focused beams. Simply blasting them into the air is just power wasted because you start getting stopped by air molecules. The 3GHz thing is wild, I've never seen that video. It makes sense seeing as how it has almost no penetration past the surface of water. If you find it, I'd like to watch it.
