You get a ticket if you change the color of your car and don't update the registration. And if you register for the wrong color that could actually be a felony (perjury).
Clearly an archaic law that will need to be amended to adapt to new tech.
I can see a practical use for this tech. In winter when your car is covered with road salt, you can change the color to off-white or pale silver; in summer, when your car is covered with mud, you can change it to light brown.
And in the spring you can change it to red like the blood of all the cats you’ve slaughtered in the name of our lord
