They want to encourage congestion to make traffic "safer" for pedestrians and bicyclists and to "encourage" public transportation.

Californians are the epitome of the left. They vote for public transportation so less affluent people are kicked off the road. They claim it is for the good of the environment, but it is just that they want the other people off the road, not themselves.
