It probably varies from board to board, but I would say membrane boards are quieter, because the keys don't bottom out as hard. You get two clicks from mechanical switches -- the click that is built into some of them, like the Cherry Blues, and the "thump" as the key bottoms out on the board. The keys on a membrane board hit more softly against the bottom. But the typing feel is terrible!
Or add o -rings to the keys to modify the end stroke feel. Lubed is another option, some are sold this way, you can buy custom ones though built to speck.
