Any modified video and photo has pixel mismatching that makes it rather easy to identify. Hard to see to the naked eye, but easy to spot when zoomed in to 400% or so. Of course you could obscure this but only at the cost of degrading the overall video quality.

Authentication faces the same exact problem, right now.

You can photoshop an image and write an affidavit authenticating it. Is it illegal? Yes. Do people get away with it? Yes.

People win with fake emails in court ALL THE TIME.

I have assisted many people in teaching them how to prove whether an email is fake, or not.
