That's a form letter the government sends to anyone they demand information from, it's designed to cover all things. It's essentially meaningless when the data doesn't exist.

Problem I've always had with signal is it's tied to a phone number. It's more difficult (although not impossible) to get a burner phone these days, but you're still tied to a unique ID number where it should just allow you to create whatever. I believe that's because signal is a mobile messenger at heart, and uses your phone to do the work.

The guy reading it is kind of a dumbass, you don't send them "manifestos" - you just send exactly what you're asked for. No more, no less. Never answer questions that were not asked.

I've dealt with governmental requests before. You treat it like any other court of law. If they ask you where you were Tuesday, you say at home. You don't tell them what you were doing at home because they didn't ask.
